COMP: move otb to commit fixing planetary computer issue in URLs

Uses the latest develop branch of OTB, to benefit from a fix enabling GDAL /vsicurl URLs with extended options (headers, queries, etc). This was disabling the access to Microsoft Planetary Computer for instance.
